Partitioning Domains

We need to think clearly about how we partition various domains. What constitutes a useful partition, level or scale is domain specific and a function of the way the domain operates. Geographic levels and administrative levels do not have to coincide. Administrative levels of ensuing safety do not have to coincide with administrative levels for managing water provision, or education provision, or energy provision, on and on. This is similar to the fact that scales for measuring weight are different than scales for measuring length or temperature. We must learn to think clearly about different domain and create scales and measure that fit the domain. We must not think it efficient or effective to measure temperature with a yardstick.
