# Proposed Education Amendment to the U.S. Constitution
1 Everyone has the right to receive an education.
2 Primary, secondary, and higher education shall be free.
3 Primary and secondary education shall be compulsory until the age of 16. The government will ensure through financial assistance, scholarships, or other means that no one is denied an education or access to an educational institution because of lack of financial resources including resources for food, shelter, and medical care.
4 Except in time of war, total government funds allocated for education should always exceed the total of government funds allocated for the military, weap- ons research, and other forms of defense spending.
5 Teachers in all government-operated schools will have the academic free- dom to choose the methods of instruction and class materials to implement curriculum requirements.
6 Teachers in government-operated schools will protect their students’ right of freedom of expression and the right to knowledge that does not threaten public safety.
7 The right to an education includes the right to a secular or religious educa- tion financed by the government. No student will be forced to receive a religious education.
8 The duty and right to an education includes the right of parents to choose a government-financed school based on their philosophical convictions and cultural values as long as that school does not advocate or teach anything that violates rights granted in the Universal Declaration of Human Rights. The exercise of this right is dependent on enough parents making the same choice based on philosophical convictions and/or cultural values to make it financially feasible for the government to operate the school.
9 The right of the parents to choose a government-financed school based on their philosophical convictions and/or cultural values includes the right for their philosophical convictions and/or cultural values to be reflected in the content and methods of instruction.
10 Everyone has a right to an education using the medium of their mother tongue within a government-financed school system when the number of students requesting instruction in that mother tongue equals the average number of students in a classroom in that government- financed school system.
11 Everyone has the right to learn the dominant or official language of the nation. The government-financed school system will make every effort to ensure that all students are literate in the dominant or official language of the country.
