The base case, above, introduces a key function of government: to support and **constrain** particular civil societies and business as well as the government itself.

Even though people invent societies, governments and businesses, citizens are always at risk of being reduced to mere occupants, voters, tax payers, criminals, and consumers. Each reduction, each loss of choice, is a great loss in variety, variety sorely need to for civil society to solve the problems which are unsolvable by strangers, governments or businesses.
As businesses accumulate more resources they are in a position to exert greater self-serving influence on governments.
Then governments may shift their support away from citizens and toward businesses.
Governments may reduce their constraints on businesses and increase constraints on citizens.
It seems that businesses are much, much bigger than "persons"!

In this common dynamic both businesses and governments may become preditory on citizens and civil society itself.

Inappropriately supported and unconstrained business and government power accumulates in unbalanced ways. Civil society, weaker businesses, and weaker governments are victimized by the more powerful. This leads to the powerful to become more powerful and the less powerful becoming even less powerful.
That is pretty much where we sit today.
Of course citizens and civil society can still attempt to invent and take care of themselves with what choices and resources are left to them. Innovation from below, out of sight of the powerful, is the place for innovation--in Clayton Christensen's analysis. That is our only hope on the horizon, in my opinion.
