This seem like what I want and what we are up to--where the peers are not just digital content peers but social, political, economic, spiritual peers.

I spent a few minutes hunting for a useful definition of the word "federation".

Most of it does not relate well to what I understand we are up to. This is the best that I found, "Federated content is digital media content that is designed to be self-managing to support reporting and rights management in a peer-to-peer (P2P) network. Ex: Audio stored in a digital rights management (DRM) file format."
